Passport Issuance
As a general rule, a citizen can submit an application for passport to the Consular Office responsible for the applicant’s place of residence. In special cases, the passport may be issued by a different Office; however, the latter must first obtain an express authorisation from the Police Headquarters or Consulate responsible for the place of residence. This may, therefore, lead to longer processing times.
Required Documentation
- Passport application form, duly completed and signed by the applicant;
- Identification document;
- 2 recent passport-size photos (identical, full-face, in colour, white background, minimum dimensions 3.5×4 cm);
- Payment for the passport booklet and the administrative fee, unless the applicant belongs to the exempt categories pursuant to Art. 19 of Law 1185/1967;
- In the event that the applicant has children under the age of 18, a self-declaration stating the absence of any reasons precluding the issuance of a new document, regardless of the applicant’s marital status: Declaration_of_no_reasons_precluding_passport_issuance;
- In the event that the applicant is a minor under 18, the request_form_for_passport_issuance_to_a_minor must include the consent of both parents; those exercising parental authority may request that their names be included in the minor’s passport;
- In the event that the applicant is a minor under 18 born abroad, it is necessary to submit—for registration in the A.I.R.E. Municipality of residence, if not already done—the birth certificate, translated and legalised (or with an apostille) or on a multilingual form.
Attention: Minors under 14 years of age
Minors under the age of 14 traveling abroad unaccompanied by one of their parents or legal guardians must carry an accompanying statement stating the name of the person, entity, or transport company to which the minor is entrusted. This must be issued by the person authorised to give consent or authorisation pursuant to Article 3, letter a) of Law no. 1185 of 21 November 1967, and validated by the Police Headquarters or the Consular Authority (for residents in the district).
- The accompanying statement may cover a single journey (intended as outbound and/or return) from the minor’s country of residence to a specific destination and, as a rule, may not exceed a maximum term of six months;
- Those exercising parental or guardian responsibility may indicate up to a maximum of two companions, who will serve as mutually alternative;
- When writing the accompanying declaration, those exercising parental or guardian responsibility may request that the names of the companions, the duration of the trip, and the destination be printed on the minor’s passport or, alternatively, that such data be included in a separate certificate issued by the competent Office;
- In the event that the minor is entrusted to an entity or a transport company, only the separate certificate is issued to ensure the completeness and readability of the travel data. Before purchasing the ticket, please verify that the transport company accepts the entrustment of the minor.
Regarding minors under 14 traveling abroad with their parents, it is recommended to carry suitable documentation to prove parental authority (e.g., birth certificate indicating father and mother, appointment as guardian, certificate of enrollment in the consular records showing the family composition, etc.).
The ID card or passport released to children under 14 may, upon request, include the names of the parents or the legal guardian. In such case, it is not necessary to bring further documentation to provide proof of paternal authority on the minor.
Application Procedure
The application form, accompanied by the documents necessary for the preliminary investigation, may also be sent to the Consulate by post. The request can be anticipated via email, attaching the documentation and a copy of an identity document containing the holder’s signature. The request and documentation sent via email must then be resubmitted in original at the Consular Office. Once the preliminary investigation is complete, the applicant may book an appointment for the collection of fingerprints, the signing, and the immediate issuance of the document.
Cost of an Ordinary Passport
Starting from 1 December 2025, the cost of the booklet will be € 42.70, plus an administrative fee of € 73.50.
